Visit to Australia - September 2002 - Mr Pat Bradley

Mr Pat Bradley, CBE OBE for public service, retired as Chief Electoral Officer of Northern Ireland a year ago after a distinguished career as a pro-active officer in a highly volatile arena for 20 years. He is a firm believer in strong security in any system. "Checks enable fraud to be identified and established." In retirement, Mr Bradley is an international consultant to governments and a commissioner on electoral commission in many countries.

A selection of Mr Bradley's responsibilities and associated experience follows:

Returning Officer for all referenda and elections - including House of Commons European, Northern Ireland and local government.

Advising overseas governments and working on electoral commissions on pre-election requirements eg. legislation, voting systems, security, counting arrangements etc. and as advisor - especially in immediate post-conflict periods and ethnic divides.

As international consultant Mr Bradley has visited:

Armenia, Bosnia-Herzegovina, Bulgaria, Cambodia, Croatia, East Timor, Georgia, Hong Kong, Kosovo, Macedonia, Malawi, Montenegro, Poland, Russia, Sierra Leone, Slovenia, South Africa, Yemen. These assignments were undertaken for individual governments or under the aegis of the UN, The Organisation for Security and Cooperation in Europe (OSCE), the European Union, the Organisation for Democratic Institutions and Human rights (ODIHR) and the British Government.
